In the present age, accounting seems to be an indispensable tool for modern business activities. However, not only for the profit orientated commercial business, it also plays an important role in the non-profit profit organizations, such as public sectors. Moreover, due to several deficiencies and drawbacks of government accounting and financial-management systems, such as unclear accountability, poorly maintained assets and hided losses and long-term liabilities, reforms in the public sector have been conducted over the last several decades across the word from New Zealand, Australia to England (Ball and et al, 1999). Accounting innovation by implementing accrual accounting in the public sector is one of the major part of the reforms and an important element of the wider concept of the so called New Public Management, and draws much of public concern and debate (Connolly and Hyndman, 2006). Under this background, this essay is going to discuss the implications arising from the process of implementing and actual using of accrual accounting in the public sector in several aspects, and try to put forward some possible solutions. The major difference between these two is the timing of when the transactions are recorded in the account (Tudor and Mutiu, 2006). To be specific, under the cash accounting method, income and payment are not counted until cash is actually received or made; while under the accrual accounting basis, transactions are recorded as soon as they incurred, regardless whether the cash is received or made. Comparing to cash accounting, accruals accounting place more emphasis on how the capital assets used and recorded (Connolly and Hyndman, 2006). More reliable figures of performance based on revenues earned and resources consumed will be achieved through accruals accounting. Owning to this, it is believed that accruals accounting will contribute to better longer-term perspective of governmental policies, resource management and decision making (Ball and et al, 1999); and both internal and external transparency may be enhanced. Moreover, it is also considered that comparability between different government departments will be improved, even between the pre and post privatization (Wynne, 2004 and FEE, 2006). Although several potential advantages are suggested that will be brought by implementing accrual accounting in the public sector, it is still under debate that whether it is really appropriate to use accrual accounting system, which is initially devised for private sector, in the public sector (CESifo, 2007). In the private sector, commonly, accounting tends to be seen as a neutral technology to record past activities and provide financial and other necessary information to operate the business more efficiently and profitable. However, due to the difference in the nature and role of the public sector, this description seems not appropriate. For example, the primary purpose of public sector accounting is not serving to generate more profit but controlling people’s behavior to protect public money (Ellwood and Newberry, 2007), and the ultimate users are electorate instead of stakeholders (CESifo, 2007). Due to the fundamental mismatch of the objects, potential inadaptable problems may emerge during utilization (Carlin, 2005). As for the incurred cost of implementation and operation of an accrual accounting, in the North Ireland (NI) case study conducted by Connolly and Hyndman (2006), almost all the â€Å"overseers† and â€Å"Operational Accountants† believed that the views of cost neutral of the transition process, which came up by the UK HM Treasury, are not conform to the reality. Besides that, another case study based on UK and Republic of Ireland (RoI) , the result also revealed that all the interviewees questioned the value of the changes whether can justify the substantial cost (Connolly and Hyndman, 2010). Usually, the additional introducing cost will occur mainly in four aspects, identifying and valuing existing assets, developing accounting policies, establishing accounting systems (such as computer systems), hiring or providing training for both the preparers and users of financial information; and some of those cost will persist (Wynne, 2004). The amount of the cost is significant, for example, according to the New Zealand Audit Office, there is about NZ$160-180 million expenditure accrued by the financial-management reform during 1987 to 1992 (Ball and et al, 1999). Upon the previous experience and data, special resource should be added to the budget separately to ensure that the normal department services will not be impacted by the implementation of accrual accounting. The actual cost associated with process can also be reckoned more easily by doing this. Through comparing several case studies, the perceptions of usefulness of accruals information and the extent of the information used in reality tend to be very different in different cases. Both of the two researches conducted by Connolly and Hyndman (2006 and 2010), based on UK and RoI, showed that almost all the interviewees agreed that the accrual accounting information was limited used or even not used and helpless for decision making; and several â€Å"Operational Accountant† participants expressed the view that the very complicated process may be one of the leading factors. Nevertheless, the situations seem to be rather dissimilar in Australia and New Zealand, where more comprehensively accrual accounting have been adopted. Especially in New Zealand, a significant decrease, from about 52% of GDP to just above 10%, of net debt could be found after the reforms during 1992 to 2005 (Champoux, 2006). The differences of performance of implementation of accrual accounting may attribute to three main reasons, the extent of the whole reform involved, insufficient implementing time and relevant people lack of professional knowledge. One of the possible reasons for the success of New Zealand is that New Zealand was the first country which had completely implemented accrual accounting system at both national and agency level (Carlin, 2005). According to Lye and et al (2005), the reform process in New Zealand not only occurred in economic level, but also extended to a much broader aspects, such as simplifying the machinery of government and changing industrial relations. In contrast, the extent of reform in the other countries which were also implementing accrual based accounting system, like the UK and the USA, is in a rather surface degree. Furthermore, the politicians who were responsible for the reforms in those two countries were right- wing, and may always hold conservative attitude to the reforms (Lye and et al, 2005). However, a thorough reform could generate many benefits and potential advantages. Turning to the issue of implementing time, â€Å"Overseers† participants in the research of Connolly and Hyndman (2006) also typically emphasized that the ineffectiveness of utilization could be a result of being the early stages of the development, and some â€Å"Operational Accountant† also showed positive attitude to the future through time increasing. The process of implementing accrual accounting in the public sector takes far more than 1 or 2 years until the whole system working effectively and efficiently. According to previous experience, the process of fully implementing the new accounting system and necessary reforms will take about 8 to 10 years; and it may be take even longer in the UK case (Wynne, 2004). Upon this, it can be found that the process may take a relatively longer time than people used to expect before the benefit being realized. One other reason is that relevant staffs and managers are unqualified because of lack of professional accounting knowledge. It is commonly accepted that better insight information, such as more complete financial performance and position, which could reveal the features of operation of public sector may be provided by accrual accounting. However, those characteristics make the statements more difficult to understand, especially for people with inadequate accounting knowledge. Comparing to cash accounting, the information provided by cash accounting seems more easily to understand and more straightforward for the general public (CESifo, 2007 and FEE, 2006). Moreover, in Connolly and Hyndman’ s research (2006), both â€Å"Overseer† and â€Å"Operational Accountant† participants particularly complained that, mostly, their efforts, spending extra time to process the complex information, are useless, because the potential users are lack of relevant accounting skills. Several participates also believed that the majority of senior managers are not equipped with necessary accounting knowledge and do not have a strong desire to learn and adopt the new accounting system. Besides that, in another Connolly and Hyndman’s research (2010), according to reflection of politicians to the new accounting information, the interviewees believed that not only the senior managers, but also the politicians, who are essentially responsible for decision-making, had inadequate accounting knowledge and superficial level of understanding of accrual accounting system. However, if politicians do not have certain level of accounting knowledge, they will not be able to evaluate and act upon accrual statements (FEE, 2006). The following is a case in point. Wynne (2004, p10) states that â€Å"only 20% of ministries had a director of finance who was a professionally qualified accountant and not all these were members of the ministry’s management board† in the UK central government. In order to ensure implementation of accrual accounting more smoothly, several approaches could be taken to achieve that. Firstly, one of the most effective ways is providing more accessible accrual information for the public, for instance, summarizing the important information and presenting it without using specialized vocabulary. Secondly, it is vital to provide more training programmes, which teach practically useful accrual accounting knowledge, for both the staffs and managers. Finally, based on the New Zealand experience, it was found that a strong communication with politicians is an indispensable part in the implementation process. The politicians need to realize the potential value of which the accrual based accounting system can bring. Thus, practical strategies, such as illustrating the core concept and benefit of accrual accounting and providing key figures, which can show the features of accrual information, will be needed. (FEE, 2006) In conclusion, through analyzing and comparing several case studies of implementation of accrual accounting, it can be found that a significant number of countries had already started to implement accrual accounting and use accrual information in practice, and the number is still increasing. However, only minority of them realized the substantial benefits from the new accounting system. The reasons for this status can be vary, such as Insufficient implementing time and relevant people lack of professional knowledge mentioned above. Several possible solutions can be used to tackle those problems, but it can be more complicate in the real case; and some gaps still exist in understanding of the implications of use of accrual accounting in the public sector (Carlin, 2005). For this reason, further research based on each countries own circumstances is still needed. Moreover, it is also quite certain that for many countries there are still a number of barriers to be overcome before accrual accounting can be utilized to its full potential. Dreams and Escapism within Death of a Salesman and Road Essay

Death of a Salesman was written in 1949 in New York, right on the brink of a consumerist explosion. The American Dream that people had spent his life in pursuit of was suddenly altered and became highly materialistic. This left people, such as the character of Willy Loman, questioning their life and feeling secluded from this new wave of materialistic dream and the abandonment of self sufficiency. Along with this, other plays such as Cartwright’s Road was written and set in eighties Britain, in a northern Lancashire town. This was a time of high unemployment, particularly in the North, under Thatcher’s conservative power. The working class were hit hard and many declined into poverty, any dreams at this point would appear hopeless faced with recession and a government that showed no remorse to the characters depicted in Road. Both were faced with times of dramatic change that both sets of characters could not adjust to cope with, which is where escapism is used. In the introduction of the play, Miller proves to his audience that dreaming is evident in Death of a Salesman. â€Å"An air of the dream clings to the place, a dream rising out of reality†. By using the phrase â€Å"rising out† this indicates that this dream is a way of escaping, this sets the scene and tone of the whole play and how Willy is in a constant dream, unable to acknowledge the reality of his existence. The structure of the play is constructed like a stream of consciousness throughout, adding to the overall theme. Parallel to this, the structure within road is fragmented to emphasise the state of life within Road and also to represent the broken relationships. The characters within Road make no effort to disguise the misery and reality apparent in their lives and portray it at face value through various monologues, which although are not structurally reality orientated the messages within them are. They are full of hopelessness and failed dreams and so for many; escapism is taking refuge in sex and alcohol to numb the despair and even starvation in an extreme case, as being a way out. However, some characters experience escapism through hallucination and Skin-Lad turned to religion to resolve his despair. Another form of escapism used is taking refuge in the past. Willy constantly encloses himself in past situation, re-living them and even having conversations with characters that are only apparent in his own mentality. The positioning of scenes such as these let the imagined characters break all boundaries by entering or leaving rooms through â€Å"walls†. This further represents the fragile psychological state of Willy and how his mind has no restrictions and is unable to differentiate reality from creations of his own mind. Willy constantly refers to the past as more desirable, the first time Willy is seen lapsing off into the past is when he encounters Biff after arriving home. The conversation between Willy and Linda reflects Willy’s disappointment in Biff and what he has become. After failing to deal adequately with his feelings, he escapes into a time when things were better for his family. The fact he is more engrossed with memories than the present day, shows his willingness to escape to the past; where his life was once idyllic, and his lack of compassion to stay in reality. This type of escapism can also be identified within Road, particularly in Jerry’s monologue where the opening line states â€Å"I can’t get over it. I can’t get over the past, how it was. I just can’t†. He goes on to further reveal to the audience about the time he spent in the RAF on national service. Similar to Willy, as he is reminiscing, his dream enters into reality. As he describes certain objects he reaches out to touch them as if they are still there. This device is used to create a link between past and present and dream and reality. It is obvious both characters use the past to cover the present reality. The language within Road, particularly within the monologues, does not provide a realistic representation of the characters typical vernacular which is usually gutter language. This is used to create a contrast against themselves and their lives, another way to separate themselves from their reality. The text adapts a poetic resonance which seems unfitting for the topics being covered. â€Å"I’ve been done by them, it, the crushing sky of ignorance† it has a strange beauty, just like road itself. Humour is also present throughout to divert away from what would be considered tragic occurrences however this is occasionally interrupted by graphic realism, such as Claire and Joey’s untimely death through starvation. But true to the structure of the play, it is quickly overlooked by the narrator, Scullery who simply states â€Å"Hey, we’s gonna miss last orders† which would not be considered a realistic reaction. However, within Death of a Salesman the language which is used is typical of the characters. It is the context in which it is presented that provides the difference, particularly Willy’s conversations with characters which are not present. The end of Road depicts a group of characters chanting together â€Å"Somehow a somehow a somehow – Might escape†. This is an unrealistic technique used to restore the hope and dreams that had been diminished throughout the entirety of the play. It also re-assures the audience that there might be someway out of this squalid existence that has been portrayed, and that even after everything, there is underlying hope. However, in complete contrast to this Death of a Salesman’s closing scenes portrays Willy’s funeral. His constant dream-like existence is finally exposed to show Willy for who he really was. The reality is enforced and everything dream-related has died with Willy, leaving the harsh truth. In both plays, dreams and escapism are used thoroughly to uplift the tragic reality of the era in which the plays are set. Although, different strategies in both are used to cope with harsh realities they both provide a form of escapism for the characters and audience alike. Whether this is the humour, drink, sex and drugs present in Road or the constant reliance on the past and denial of present reality featured in Death of a Salesman.

The  research questions are what are the comparison of passive ventilation in Modern Malay House  in Belum with the common Traditional Malay House. Secondly. how does the orientation of  building affect the passive ventilation. Finally. How does the the passive ventilation system  works for Modern Malay House in Belum Rainforest Resort and Common Traditional Malay  House in Malaysia. These are the list of methodology that being used to help my research. Site  observation at Belum Rainforest Resort. internet research. articles and books. My analysis of  methodology is by studying and comparing the details of these two houses that are related to  the passive ventilation. It  does not have small gaps on the wall and floor. the small gaps only can be seen on the  outside of the house which is on the balcony’s floor. This is not good since it blocks t he air  from entering into the house. The unique thing about the Malay house is that it is built on  stilts. This approach in many ways has several benefits from a thermal, functional and safety  point of view. The raised floor, which is built higher than the ground, can catch winds of a  higher velocity ( Yuan. 1987 : 71 ). and the use of timber planks for the floor, which have  gaps between them, can bring the air into the inner space. The Balcony area that contain small gaps for air ventilation purpose. The inner side of the building which does not contain any floor gaps and wall gaps. Other than that. during my site observation I found that there is no ventilation through  roof joint that can be found in the house. This ventilation through roof joint also contribute  in Passive Cooling Design. It makes the house produce a large movement of air into the  building through the roof joint. Traditional Malay House really focus on the opening so that  they can have a good thermal comfort without producing energy that we do not need such as  electricity. Stack ventilation makes the movement of  the air flow and enter from the opening on the downside and the side of the house. For religious  reasons. most traditional Malay houses are oriented to face Mecca(east west direction) ,  which indirectly minimizes the area of exposed walls to direct solar radiation during theday  (Yuan. 2011). The building orientation also does help in providing good sun shading. and  also a good ventilation system. Normally. the Malay Kampong House will be orientate  according to the east – west orientation. This orientation function as letting you to harness  the daylight and take control of the glare along the long faà §ade of the building. It will reduce  the glare from the setting sun or even from the rising sun. One more reason on why east –  west orientation is the best orientation is because of it ensures the building to get a better  thermal comfort. Malaysia is a country that are meant to be as a hot climate  country with a high humidity level. Houses in Malaysia that will be design or already  been designed by people need to follow the Malaysia ‘ s climate to achieve a good  thermal comfort. Modern Malay House in Belum Rainforest Resort are lack of the  original features that suppose to have in every Traditional Malay House. People that  design the malay house in Belum are not concentrating on the features anymore. in  fact they are more in terms of creating a new building with using a different way to  achieve the thermal comfort. The house might look like a malay traditional house  when you look it from the farthest distance. but it is totally different when you come  closer and study about the details of the house. Modern Malay House in Belum are  lack in terms of passive ventilation contribution. The house pretty much does not  apply the basic elements of a traditional malay house which is to have the wall gaps  and small gaps between the timber for the air to move into the building. This is such  a waste since this small features is actually really make the building to achieve a very  good environmental indoor quality. The ventilation through the roof joint also is a  good thing when it comes to express the stack ventilation system. Since traditional  malay house don’t use the electricity more often than a normal building. this stack  ventilation really works in every traditional malay house because it reduce the energy  consumption and automatically reduce the living cost. I articulate various problems that arise from Kant’s conception of conversion while exploring certain resources in his thinking in order to clarify and resolve this difficulty. The difficulty nears an aporia when Kant asks: how can a bad tree bear good fruit? Two arguments will be presented as answers. The first maintains that free will is not definitely committed to any maxim generally accepted. The second points out the possibility of compromise between free will and a good ground maxim as the way to build up a coherent system of maxims. This would be clearly impossible if a bad ground maxim were chosen. While undecisive, the second argument is rel evant because it leads to the overcoming of a certain incoherence in Kant's thought. In this way, I argue that the thesis of an existing intrinsic deficiency of the radical evil enjoys the status of a "quasi foundation" of human behavior.
